Tom, how long do you think it would take to implement the basic plan you described?

The finalizing of the POV papers and Manifesto can occur within the next couple months.

Would like to present the Manifesto at the Feb AFEI conference.

It would be interesting to recast an RFP to use these adaptive sourcing principles and do a "before and after" comparison

Great! Will you have outside collaborators on that or will you do an initial draft as a vehicle for getting dialog going?

We have an initial draft now, but want more input from others over next 2 months with different perspective to ensure the recommendations are solid and address all the major issues.

Yes input from outside CSC as well, That is the reason to use the AFEI ADAPT working group as the forum to obtain that input.

There will be a session at ASPIRE to discuss this topic to obtain input as well.

This sounds mostly like a business problem - changing contracting approaches and mindsets. Can you say more about that?
Tom Fusting
Yes it is a business problem. The technology has moved ahead of the business models. Changing a culture can be quite difficult, but can happen quickly with the right publicity.

Goal is to follow other transformational efforts that had rapid success with relatively little effort.

@tfusting1 Do acquisition rules need to change? (Lots of people smarter about FAR than I am)
Tom Fusting
FAR has a lot of rules for different contract structures, the ones applied to IT are no longer the correct ones. Existing commodity based FAR rules exist and should be leveraged.

I'm not a FAR expert either, so soliciting assistance from those with a vision of the possible.

What kind of problem domains are well-positioned for this type of sourcing model?

Any new systems development today should be targeted for a cloud and agile DevOps environment to reap the benefits of continuous deployment and auto scaling.

Also any Data-center contract should be moving to support the DevOps model and needs to work with their contracting officers to incorporate these structural changes.

@tfusting1 Interesting points; especially considering that pay-as-you-go approach to scalability reduces burden of super-accurate prediction of usage.

Exactly, the predictions are never correct, and then they constrain operations later to live within them.

Better approach is to approve the guard rails for consumption, i.e., Governance Policy Rules and a Not to Exceed funding limit.

Are there ways to get started on new contracting models with our govt clients now, in parallel with becoming a prominent member of AFEI ADAPT and creating an Agile Sourcing Manifesto?

Yes, There are drafts of the Manifesto on C3 that can be used as talking points with CTOs, CIOs, and COs to help them understand the issues and get them thinking on how they can address it for their contracts.

@tfusting1 Do we need to better define units-of-consumption to make this adaptive sourcing approach more attainable?

I think the units of consumption need to be defined by the offering owner, for what makes sense for their business model.

What to get away from the government prescribing the units of measure in RFPs as they frequently don't fit reality on how a service should be measured.

@tfusting1 Seems like we should be able to adopt consumption models from the private sector

@rickwilhelm Right. As Tom said, they already do it for telco and utilities so there must be something to learn from there.

@tfusting1 Flexibility lowers risk for both parties in the contract. And should encourage more bidders. Leading to lower costs for govt.

I like the idea of a manifesto. The Agile Manifesto did a lot to shift development actions and mindsets, and was created by a small expert group. An Adaptive Sourcing Manifesto could do the same. Am sure that's why you thought of it.
