#csctechtalkOctober 2nd CSCTechTalk Join Dan Hushon & Rich Reba for a lively chat about the next phase of our CSC Tech Transformation.
Jerry Overton
Tom, how long do you think it would take to implement the basic plan you described?
Tom Fusting
The finalizing of the POV papers and Manifesto can occur within the next couple months.
Tom Fusting
Would like to present the Manifesto at the Feb AFEI conference.
Rick Wilhelm
It would be interesting to recast an RFP to use these adaptive sourcing principles and do a "before and after" comparison
Lisa Braun
Great! Will you have outside collaborators on that or will you do an initial draft as a vehicle for getting dialog going?
Lisa Braun
Last comment was for @tfusting1 on presenting his manifesto in Feb.
Tom Fusting
We have an initial draft now, but want more input from others over next 2 months with different perspective to ensure the recommendations are solid and address all the major issues.
Lisa Braun
@tfusting1 Input from inside and outside CSC - yes?
Lisa Braun
@tfusting1 You can get some input at ASPIRE
Tom Fusting
Yes input from outside CSC as well, That is the reason to use the AFEI ADAPT working group as the forum to obtain that input.
Tom Fusting
There will be a session at ASPIRE to discuss this topic to obtain input as well.
Jerry Overton
@tfusting1 Yes, I'm really looking forward to the ASPIRE "shark tank" session. It's gonna be pretty cool.
Lisa Braun
This sounds mostly like a business problem - changing contracting approaches and mindsets. Can you say more about that?
Tom Fusting
Yes it is a business problem. The technology has moved ahead of the business models. Changing a culture can be quite difficult, but can happen quickly with the right publicity.
Tom Fusting
Goal is to follow other transformational efforts that had rapid success with relatively little effort.
Rick Wilhelm
@tfusting1 Do acquisition rules need to change? (Lots of people smarter about FAR than I am)
Tom Fusting
FAR has a lot of rules for different contract structures, the ones applied to IT are no longer the correct ones. Existing commodity based FAR rules exist and should be leveraged.
Tom Fusting
I'm not a FAR expert either, so soliciting assistance from those with a vision of the possible.

Rick Wilhelm
What kind of problem domains are well-positioned for this type of sourcing model?
Tom Fusting
Any new systems development today should be targeted for a cloud and agile DevOps environment to reap the benefits of continuous deployment and auto scaling.
Tom Fusting
Also any Data-center contract should be moving to support the DevOps model and needs to work with their contracting officers to incorporate these structural changes.
Rick Wilhelm
@tfusting1 Interesting points; especially considering that pay-as-you-go approach to scalability reduces burden of super-accurate prediction of usage.
Tom Fusting
Exactly, the predictions are never correct, and then they constrain operations later to live within them.
Tom Fusting
Better approach is to approve the guard rails for consumption, i.e., Governance Policy Rules and a Not to Exceed funding limit.
Lisa Braun
Are there ways to get started on new contracting models with our govt clients now, in parallel with becoming a prominent member of AFEI ADAPT and creating an Agile Sourcing Manifesto?
Tom Fusting
Yes, There are drafts of the Manifesto on C3 that can be used as talking points with CTOs, CIOs, and COs to help them understand the issues and get them thinking on how they can address it for their contracts.
Lisa Braun
Great. I'll have to track those down.

Rick Wilhelm
@tfusting1 Do we need to better define units-of-consumption to make this adaptive sourcing approach more attainable?
Tom Fusting
I think the units of consumption need to be defined by the offering owner, for what makes sense for their business model.
Tom Fusting
What to get away from the government prescribing the units of measure in RFPs as they frequently don't fit reality on how a service should be measured.
Rick Wilhelm
@tfusting1 Seems like we should be able to adopt consumption models from the private sector
Lisa Braun
@rickwilhelm Right. As Tom said, they already do it for telco and utilities so there must be something to learn from there.
Rick Wilhelm
Agreed... will also need to consider a wide variety of SLAs
Rick Wilhelm
@tfusting1 Flexibility lowers risk for both parties in the contract. And should encourage more bidders. Leading to lower costs for govt.
John Furrier
Question: Do you see Agile as a Service being more hybrid cloud or on prem?

Lisa Braun
I like the idea of a manifesto. The Agile Manifesto did a lot to shift development actions and mindsets, and was created by a small expert group. An Adaptive Sourcing Manifesto could do the same. Am sure that's why you thought of it.
Jerry Overton
Tom, adaptive sourcing comes up a lot in my current research in #SMAC convergence. Would love to get your take on that connection.
Lisa Braun
Welcome everyone! CSCers: You can see details of Tom's winning idea for adaptive cloud sourcing, "Transforming Government Contracting for the Agile As-a-Service DevOps World with Adaptive Sourcing," at https://c3.csc.com/d... (see attachments).
