"to be in the cloud" is a specious goal. The org's mindset has to shift before any cloud provider/distro will be perceived successful.

I think it's a play to cut costs by integrating a hw/sw stack, broaden their revenue base in the face of shrinking product margins and ultimately provide a service to have more customers w/margin cushion across the company.

OpenStack does not have a reference architecture. A reference architecture is required for interoperability and compatibility. A given product or flavor of OpenStack will be interop (like RHEL), but OpenStack itself will never be interoperable.

No, OpenStack is not a reference implementation. It's code and APIs. A reference implementation is an implementation or deployment.
