Before we get into the discussion, I'd like to double check the understanding of the terminology - what cloud computing is.

A bit beyond to the NIST definitions, Forrester considers an pay-per-use, OPEX oriented resource model as cloud computing.

For sure there are the classical resource types, Infrastructure/IaaS, Platforms/PaaS, and Software Applications/SaaS

They replace traditional hardware, integrated platforms compontents, or business processes.

But it's important to embrace the comsumption based or user subscription based model.

- we all know what the NIST definitions are, but there's still a view IMHO that it's on one hand "outsourcing" and on the other hand a complete transformation of process & implementation / deployment, esp. DevOps et al.

- I'm strongly of the view that we're still 5 years away from a realistic "utility" model, companies with 2 to 3 years of life in on-prem leased or capex write downs are not shifting before they have to..

If you have virtualized on-prem data center, but still charge the business in a CAPEX model, its not a cloud at all.

The most clear example I'm using explaining the utility means of the Cloud is TV-Cable service

@dez_blanchfield yes, 2nd dimension is the privacy level with variations: Private-on-prem, private at provider, virtual private, public highly shared

- on the whole GOVT. isn't ready to deal with a Utility "pay as you go" model as they are all too oft locked into "fixed price" contract models.. which don't suit Cloud of course.

- PayTV aka Cable TV ( in USA speak ) is a perfect example.. Water, Power, "subscription" services etc..

Public, Hybrid, Private, Off Prem. No one is better than the other. Each type of cloud serves a business purpose and has a reason to 'live'.

- privacy / security et al shouldn't actually change per se regardless of "where" you deploy, you gain more flexibility but on-prem / colo / data centre / "cloud" - the business risks remain the same.

@dez_blanchfield Governments in CEE have got cloud on the agenda, but more often as a Internal cloud provider in my experience

- what you need to aim for is a shift from thinking of technology as being separate to business, it is not, it's just another "enabler", like a phone or printer, car / truck etc, technology is not disconnected from business, if it is you fail.

many CxO still do not understand enough technology to envision the positive impact for their business. That's a big inhibitor, and a great opportunity for service providers and consultants!
