I would vote for industry level governance council than at organization level

Governance council and data stewardship is at a minimum a good business idea, but in many situations, is an important business need and possibly legally binding and business critical. Evaluate this for your specific situation!

Yes, indeed. I think it's very important to have such a council or a body which overlooks the journey and takes necessary steps to make sure journey is secure and have enough tools at their disposal.
