Hey! How do I train people to respond to disasters?

I would rephrase the question to "How I would prepare for disaster". In my opinion you need to "train" processes and procedures to prepare for disaster. It would be better to have proper procedures and automation in place to minimize any human mistakes.

And cloud vendors has some automation alreay in place to help you in case of disaster. Like AWS RDS has different availability zones for your databases.

I would say we could say about several different levels of disaster. It could be a local in your data center, regional or geographic.

As example the hurricane Sandy some time ago put a lot of local data centers in NYC to a halt. It would be a perfect local disaster.

You just need to have a DR plans, site and procedures in place to switch over. Sounds really simple right? ;)

What alternatives are available for hosting standby databases for me if I don’t have a DR site and I don’t want to deal with the cost or complexity of managing a remote data center?

You can setup your DR database using one of the available publiuc cloud offerings. Depending from your rdbms vendor you have choice between the major vendors like AWS, Azure, GCP or Oracle.

And of course I would use Azure having MS SQL shop in my house and maybe choosing between AWS and GCP having MySQL.

In first, they are available right now for you and for anybody else when you need to build your new data center. And, In my opinion, they have better availability and better procedures to keep them alive.
